Third, the selection of alarm should have the conditions


1. The function, structure, performance and quality shall meet the requirements of national laws and regulations.


2. Obtain the production license of measuring instruments issued by the national legal measurement unit.


3. Obtain the explosion-proof certificate issued by the national designated explosion-proof inspection department, and reach the explosion-proof level required by the installation site.


4. Advanced technology, stable quality, sensitive response, easy maintenance, ensure the supply of spare parts.


5. It is less affected by other gases, temperature and humidity.


6. After the promulgation of the national standard, the national standard shall be strictly implemented.


Article 4 where there is the possibility of accidental leakage of combustible gas in newly-built, expanded or rebuilt production units and storage and transportation systems, alarms must be equipped in accordance with the "three Simultaneities" principle of simultaneous design, simultaneous construction and simultaneous acceptance. Imported projects and domestic supporting projects should also be equipped with alarms according to this principle.


Article 5 the location, quantity and mode of alarm setting shall refer to the similar devices at home and abroad, the equipment configuration, and the production experience and the actual situation of the device.


Article 6 several problems should be paid attention to in the installation site of alarm:


1. The density of combustible gas that may leak.


2. Environmental factors such as dominant wind direction should be considered for outdoor installation.


3. The influence of rain water and toxic gas on the detection elements.


Article 7 standard gas for alarm calibration, calibration instrument, calibration method and calibration personnel shall obtain written permission from local municipal Metrology Department.


Article 8 the alarm shall be managed at three levels, i.e. factory, workshop and team. The professional management shall be mainly carried out by the motor department, and the safety, technology, measurement, instrument and other functional departments shall be jointly responsible.


Article 9 all administrative departments shall seriously formulate the following relevant systems:


1. Alarm management, inspection, scrapping, updating, dismantling, stopping, temporary stopping and acceptance system.

2. Compulsory periodic inspection and calibration system.

3. Maintenance and overhaul system.

4. Training system for relevant personnel.

Article 10 the tasks of each administrative department are as follows:


1. The mobile (metering) department is responsible for organizing the construction and acceptance inspection of new alarms in existing production units, annual (quarterly) maintenance of alarms, formulation and review of technical measures plan, operation and maintenance of alarms, inspection of maintenance quality, assessment and evaluation of alarm operation indexes (installation rate, utilization rate and intact rate), Responsible for other work within normal business scope.


2. The quality, safety and environmental protection department shall participate in the examination of additional alarms and the acceptance inspection before putting them into use, be responsible for the examination and filing of the elimination, shutdown and temporary shutdown, and be responsible for the supervision of the putting into use, management and maintenance of alarms. And responsible for the new device alarm selection, setting program work.


3. The instrument workshop shall assign a team, assign a special person to be responsible for the maintenance and calibration of the alarm, and improve the archives.


4. The operator in the workshop must know the performance, principle and operation of the alarm.


Article 11 the factory shall strengthen the organization and leadership of alarm related work, enrich the technical force and maintenance personnel, and improve the necessary calibration means.


Article 12 the factory shall formulate detailed rules for implementation in accordance with this system and incorporate them into the assessment scope of economic responsibility system.


Article 13 in the use and management of alarms, units and individuals that cause losses due to dereliction of duty shall be dealt with seriously according to the circumstances.
